FMCSA Extends Use of Paper Medical Certificates Through October 2025
The Federal Motor Carrier Safety Administration (FMCSA) has issued a waiver that allows CDL and CLP holders, along with motor carriers, to continue using paper copies of Medical Examiner’s Certificates as proof of medical certification for up to 15 days after the certificate is issued. This waiver is effective through October 12, 2025.
FMCSA recognizes that delays may occur as medical examiners and State Driver’s Licensing Agencies transition from paper to the electronic system required under the Medical Examiner’s Certification Integration (MECI) final rule. To help with this transition, the waiver gives drivers and carriers more flexibility during the process.
Currently, 12 states have not yet implemented the National Registry II (NRII) system:
Alaska, California, Florida, Iowa, Kentucky, Louisiana, New Hampshire, New Jersey, New York, Oklahoma, Vermont, and Wyoming.
In these states, certified medical examiners must continue to issue the paper version of Form MCSA-5876. Drivers are still responsible for submitting the certificate to their state licensing agency.
