Overview
You must register with the Department of Transportation (DOT) if you offer for transportation or transport in commerce a shipment containing any of the following categories of hazardous materials:
- A highway route controlled quantity of a Class 7 (radioactive) material, as defined in 49 CFR 173.403, by highway, rail, air or water.
- More than 55 pounds of a Division 1.1, 1.2 or 1.3 (explosive) material in a motor vehicle, rail car or freight container.
- More than 1.06 quarts per package of a material extremely toxic by inhalation.
- A hazardous material in a bulk packaging having a capacity equal to or greater than 3,500 gallons for liquids or gases or more than 468 cubic feet for solids. Please note that persons who offer or transport hazardous materials that do not require placarding (that is, Class 9 materials) in a bulk packaging with a capacity greater than 3,500 gallons or 468 cubic feet, must register.
- A shipment in other than a bulk packaging of 5,000 pounds gross weight or more of one class of hazardous materials for which placarding of a vehicle, rail car or freight container is required for that class.
- A quantity of hazardous material that requires placarding. The placarding requirements are in 49 CFR 172 Subpart F. Note that transporting of any quantity of hazardous materials, other than Division 6.2 and Class 9 materials, in a bulk packaging, requires placarding and registration.
Each person subject to the requirements must maintain at its principal place of business for a period of three years from the date of issuance of each Certificate of Registration:
- A copy of the registration statement filed with the Pipeline and Hazardous Materials Safety Administration (PHMSA); and
- The Certificate of Registration issued to the registrant by PHMSA.
Each motor carrier subject to the requirements of this subpart must carry a copy of its current Certificate of Registration issued by PHMSA or another document bearing the registration number identified as the “U.S. DOT Hazmat Reg. No.” on board each truck and truck tractor (not including trailers and semi-trailers) used to transport hazardous materials, subject to the requirements of this subpart. The Certificate of Registration or document bearing the registration number must be made available, upon request, to enforcement personnel.
Each person subject to this subpart must furnish its Certificate of Registration, or a copy, and all other records and information pertaining to the information contained in the registration statement to an authorized representative or DOT upon request.
