Overview

Any establishment where a pesticide product is produced must be registered with the Environmental Protection Agency (EPA). This requirement does not apply tocustom blenders. Establishment registration applicants must submit the following information:
- Name and address of the company;
- The type of ownership; and
- The name and address of each producing establishment for which registration is needed.
An application for establishment registration must be submitted and an establishment registration number must be assigned by the EPA before any production may occur at an establishment. Establishment registration will remain effective provided pesticide reports are submitted annually. Failure to submit a report may result in termination of establishment registration and penalties.
Custom blender – any establishment which provides the service of mixing pesticides to a customer’s specifications, usually a pesticide-fertilizer, pesticide-pesticide, or a pesticide-animal feed mixture, when:
- The blend is prepared to the order of the customer and is not held in inventory by the blender;
- The blend is to be used on the customer’s property (including leased or rented property);
- The pesticide used in the blend bears end-use labeling directions which do not prohibit use of the product in such a blend;
- The blend is prepared from registered pesticides;
- The blend is delivered to the end-user along with a copy of the end-use labeling of each pesticide used in the blend and a statement specifying the composition of mixture; and
- No other pesticide production activity is performed at the establishment.
